Registrars, Heads of Departments Undergo Training in Planning, Budgeting, And Reporting

More than 70Registrars and Heads of Departments from the Judiciary have completed a two-day training aimed at enhancing their skills in planning, budgeting, and reporting. The training, held at the Supreme Court Conference Hall in Kampala, was organized by the Registry of Planning, Research and Development in partnership with the Policy and Planning Department.
The sessions were designed to build the capacity of Judicial Officers in critical areas of administrative planning and financial management, with the goal of improving institutional efficiency and accountability. Participants were taken through the national budget cycle and guided on how to effectively prepare registry and departmental work plans and budgets. They also received foundational knowledge on the Programme Budgeting System (PBS) and were introduced to the Judiciary's specific budget structure.
A significant portion of the training focused on performance reporting, including how to compile accurate and impactful reports and understand the National Performance Assessment framework. The sessions also delved into financial reporting and provided an introduction to the operations of the Integrated Financial Management System (IFMIS), which is essential for aligning judicial financial practices with national standards.
Closing the training, Acting Chief Registrar, HW Lamunu Pamella Ocaya, commended the participants and urged them to apply the knowledge gained with confidence and dedication. She emphasized that planning and reporting are central to the Judiciary's pursuit of excellence and called on the attendees to act as champions of accountability in their respective roles.
"This training is a beacon of efficiency, accountability, and excellence. I urge you to take what you’ve learned and apply it diligently in your respective roles," she stated.
An important resolution from the training was the agreement to conduct a dedicated follow-up session focused solely on IFMIS before the end of the financial year. This step is expected to deepen participants' understanding of the system and further strengthen the Judiciary's financial management capabilities.
The initiative forms part of broader efforts to align the Judiciary's internal operations with national development priorities and improve the delivery of justice through effective institutional planning.
